I was also curious about the same some months ago. I found that these IDs
were created by the moderators for those who were facing problems with
their
existing email IDs i.e.yahoo, in receiving the mails of list, so that they
can receive the mails of the list mails on the accessindia's ID. These IDs
are created by the web administrator and we can not sign up for these
unless
it is provided by web administrator.
If you have any quary regarding this specific issue, then I will not be
able
to answer, I just shared what I knew.
