mostly all state banks are ignoring RBI circular and creating lot of
problems to the visually challenged persons. SBI and other banks are
denying to issue net banking facilities and ATM cards to the visually
challenged persons.  they arguing in RBI circular clearly mentioned to
issue equal oppertunities to visually challenged persons but their
argument is in the circular there is no mention of thumb impression.
If the visually challenged persons also do their signature they issue
equal oppertunities. I want to know thumb impressed people are not
eligible to utilise equal oppertunities? If the bank really ignoring
the RBI circular whom i need to complaint to this issue? kindly
