I also faced the same problem in 2002 for MPSC exam. My writer was so good that he could not read marathi itself properly. After exam, when I go through the question paper again, I found that I knew the answers of most of the questions but only and only because of that great international reading stile of that person, I was unable to understand the question itself.

Well, if exam bodies are bent on imposing scribes under section 31 of PWD Act, I interpret the section to mean that exam bodies would provide scribe meaning that scribe has to be competent enough.

It is the question of interpretation, and in wake of supreme court judgments interpreting "life and liberty" in widest possible terms, why can't the word "scribe" be interpreted as meaning fully competent scribe?

I think this is the sanest interpretation.

If we have any sane judge, we should immediately get favorable judgment!!!!

Mr. Abhijeet Sen. was my class mate and was son of supreme court judge.
Hopefully, so we already have, or will shortly have a "sen" judge........

I don't think this is an isolated incident. I to have faced the
problem of incompetent scribe or writer twice. Once with UGC NET and
almost a year back with kerala PSC. In the latter case, the person who
came to assist me was completely drunk. and i had to request the exam
authorities to replace him which they did. But not before a war of
words and threatening from the drunken man. the whole situation can
dampen ones spirit and confidence.
Now, if this is so widespread we must do something urgent. let's put
our thoughts and experiences together and try to find a solution.

  1.. Are there any guidelines for selection of writers by examination
authorities who provide writers to the candidates?
B. What guidelines could be framed to ensure that such writers have a
reasonable command of English & decent reading skills  as a minimum
standard?

c. In case a replacement writer is unavailable & the PWD candidate is not
comfortable with the allotted writer, what steps should the candidate
take?

d. Is there a provision for the candidates to try writers from a panel of
writers provided by the examining authority to decide which writer is
suitable?
