Probably you can go for another round of formatting and reinstalling the OS. 
However you need to take care of the following:
1 Perform Windows update
2 Install any one antivirus programme and update it
3 create a user account with restricted rights
4 Set a password for both your administrator and user accounts
5 After installing all the applications you need, login only with the user 
account.
 6 Regularly update you're your AV
7 Don't use any pen drives

Hopefully following these, it would solve your woes.

Subject: [AI] extremely severe problem, help please!


During days, some severe problems have attacked me including the extremely 
eccentric problems in my PC.
It seems, that something wrong happened to my computer, what exactly, no idea.
The problem started a month back, when suddenly my computer started working in 
slow to it?s normal speed.
I?ve tried scanning with different antiviruses like AVG, caspersky, avira, 
unhackme etc, but even after detecting and removing them, the problem persisted.
In the meanwhile, the task manager, which I use to access by pressing
alt+control+delete has also stopped working as it started giving
message ?task manager has been disabled by your administrator?.
Then one day, the internet also stopped working, while it was working fine with 
other computers.

Different other programs started creating problems, and like my PC converted to 
a hell box. Due to the serious texture of the problem, I?ve approached a 
computer engeneer, who has suggested to format the computer completely as this 
seems to be the best alternative. I agreed, so the backup of my important files 
has been taken carefully first. Then, the computer has been formatted, 
including all my drives.
what he has told is that this is call repartition.
But, guess what, the older problems still persists.
Yeh, same, as the speed is low, some strange websites in some strange languages 
are getting open along with the sites that I?m opening, internet explorer is 
getting crash, some of the programs has stopped working, as nothing happens 
even if you press enter on them, even task manager is not working, again due to 
the same message, and my friend, who has tried fixing the problem with  a 
utility called registry editor but she says, even it also does not work.
In total, I have totally bumped, no idea what to do next, as the engeneer him 
self is also not able to detect the issue now.
It?s highly peculiar, and I have never heard anyone talking about such a deep 
dilemma.
The engeneer says, that he has tried everything from his end, and now no idea 
how  to tone back my computer.
What should I do, any suggestion from you people please?
Is there any way, to get wrid from these problems?
Your quick responses are awaited, as just a few things are working for me now, 
hope to have the solution before everything gets  submerge.
In fact, I?m not  techy, so help is highly anticipated.
Waiting anxiously for your responses, I?d like the programmers, software 
engeneers, and who so ever should come up and help me, as nothing seems to be 
functioning for me.
