Well, I believe turning play sounds in WebPages, does not prevent one from launching, say, a radio show in one's media player and listen to it. It only prevents automatic playing of sounds on a webpage.

For permanent solution, go to internet options in control panel, then go to advanced tab, in it go to multimedia options by arrowing, and then tab to "play sounds in WebPages" and make it off by pressing the space bar.
