I am amazed at such experience sharing about guide/assistance dogs. Perhaps we need to promote their use and once that is in, the teething problems of amending laws will also get addressed side by side.
In cities and rural areas, issue of stray dogs chasing the guide dogs or vice a verse can be an issue which needs to be handled besides law.
