Dear Janardhan Naidu, As we know when DOPT issued circular during 1998 having promotion reservation to physically challenged employee in all grades,all groups, but subsequently it state to be superseded vide circular issued during 2005, in recent verdict at Division Bench of High Court of Karnataka it opinion that DOPT issued circular during 2005 is merely an instruction it does not disclose promotion reservation, hence it further ordered that when petitioner approaches high court then it certainly send direction to government of india to implement promotion reservation in all government establishments, hence we await further development in due course. However it may be note that as per Disability Policy and Act - once the benefits,privileges and rights declared by governments it should not be deprived in any manner, hence subsequent issued circular was not acceptable as per the disability act.
