Dear Mukesh Confusion about the issue prevails in the employers. The circular you have pasted does mention about MSJ notifying the institutions, it has done so vide later circulars which I am pasting below. However, in that circular it mentions in the fifth sub clause of clause two that institutions recognized under Chapter x and xi of PWD act. Now, organizations are, as a rule registered under societies' registration act or public trust act of respective state etc. Their registration under PWD act is mandated by those chapters, but I believe hardly few NGOs are so registered due to various reasons including impractical terms and conditions and even failure by some state governments to notify competent authority for the purpose. The registration number of NGO/Institution does not reflect whether it has been so registered. Representatives of NGOs, please correct me, if I am wrong. Consequently, initially the chapters were supposed to be dropped by the amendments to be tabled in parliament, however, they have been kept intact anyhow in the current draft of amendments and even have received some provisos saying that registration is subject to institutions fulfilling minimum standards as prescribed. This multiplicity of registrations is causing the confusion.
