When the server goes down the mails get queued up at various places and
comes at different . sequence.
When it comes up it faces massive distribution nightmares and some

Application for requiring concession in AC2.
Note: if "BLIND" will be filled up in that column, no concession will
be
given to VH passengers in AC2 because technically, Blind Passengers are
not
entitled for getting concessions in AC2 and AC1, while other handicapped
passengers "HNDUP" are fully entitled for getting concessions in AC2 and
AC1

printed reservation form to the Counter which is available from their
websight only. the counter rejected on the reason that it had to be a
written one. how strange it was but he asks me to write the form

although it is in full printed shape. a request shall be made that
they have to accept the printed forms in the reservation counters as
we could not write the prescribed form that will bee given there.
If possible all the platforms and coaches shall be braille labeled.

Let me clarify, we have only mentioned visually disabled as we

Respected Madam
Accessibility policy in the railway budget
On behalf of the blind community and disability community at large,
we
request you to include an accessibility policy while presenting the
forthcoming railway budget.
Justification: A large number of disabled passengers avail the
services
of
the railways and find the services to be unfriendly and not meeting
the
minimum accessibility requirements under the law. This has resulted
in
needless hardship and accidents which could have been easily
avoided.
This
Grimm outlook however, can be reversed with an effective,
comprehensive
accessibility policy.
Scope: It should touch all services rendered by the railways and
should
not
only cover the passengers but should also extend to all disabled
employees.
We would like the railways to also be the largest equal opportunity
employer.
Problems faced by blind passengers and solutions:
Problem: The ticket clerks often are unwilling to issue concessional
tickets
despite possessing valid concession certificates.
Solution: proper awareness training be imparted and the practice of
deducting the differential amount in case of erroneous concession
ticket
from the salary of the concerned clerk be done away with. Only a
penalty
be
imposed.
Problem: Concessional tickets cannot be booked on the online portal.
Solution: e booking of concession tickets be introduced either by
creating
facilities for uploading scanned copy of disability certificate and
verifying it during journey, or by requiring one-time registration
of
all
disability certificates in a centralized database at
the time of booking first e ticket by a disabled passenger.
Problem: Many accidents are caused by blind persons falling to the
tracks
from the platform.
Solution: This can be avoided if tactile markings are made on the
edges
of
the platforms. Similar tactile marking should be made on the
platform
to
guide blind persons to lead to the exit, bridges, ticketing
counters,
coach
for the disabled etc. The tactile markings should also be painted
with
high
contrast color for low vision persons.
Problem: Accidents are also caused by blind persons slipping into
the
space
between compartments.
Solution: This gap should be filled up appropriately.
Problem: There is general lack of information, not only to disabled
passengers but also to all passengers about approaching station,
time
of
arrival there etc.
Solution: There should be internal announcement announcing the
direction
and
the name of the approaching station.
Problem: The status of disabled or handicapped coach is far from
clear.
On
one hand, it is meant for disabled travelers with general tickets
and
on
the
other hand, nowadays, reservations in Handicapped quota are being
allotted
in handicapped coach. Further, there is always confusion regarding
whether a
particular train does have handicapped coach and if yes, where it is
exactly
located, whether in the front or at back. This requires disabled
passengers
to run helter-skelter for locating it, defeating the very purpose of
such
a
coach. Further, more often than not, it is occupied by able bodied
unauthorized passengers and is not vestibuled rendering seeking any
assistance by disabled passengers from RPF or ticket checking staff
extremely difficult.
Solution: Handicapped coach be clearly designated for travelers with
disabilities and their escorts with general ordinary tickets and
reservations in handicapped quota berths be given in the sleeper
coach
as
was being done earlier. This would fulfill the purpose of the
handicapped
coach in the true sense of the term. All the coaches in the train
and
toilets in them be made disabled friendly.
The handicapped coach be vestibuled and placed approximately in the
middle
of the train, to avoid difficulties in locating it and also from
safety
point of view, as assistance can be readily sought by disabled
passengers
in
case of unauthorized occupancy and such passengers shifted to
adjacent
coaches, or in case of any emergency.
There should be a facilitation counter to help senior citizens,
patients
and
disabled passengers
Such an accessibility policy should invariably have definite funds
allocated
to it and must have specified targets to be achieved in the year.
There should be a theme based annual accessibility audit. Its
findings
should be posted at the railway's portal.
There should be a statement on accessibility in every railway
budget.
Benefit: It would not only help the disabled, but would be generally
useful
to all passengers. It would also be conforming to international
treaties
and
best practices.

Dear Friends,
A few weeks ago, in a movie theatre, a person felt
something poking from her seat.
When she got up to see what it was, she found a
needle sticking out of the seat with a note attached saying
'You have just been infected by
HIV'.
The Disease Control Center (inParis ) reports many similar
events in many other citiesrecently. All tested needles were HI V
Positive.
The Center also reports that needles have been found
in cash dispensers at public banking machines. We ask everyone to use
extreme caution when faced with
this kind of situation. All public chairs/seats should be inspected
with vigilance and caution before use. A careful visual inspection
should be enough. In addition, they ask that each of you pass this
message along to all members of your family and your friends of the
potential danger.
Recently, one doctor has narrated a somewhat similar
instance that happened to one of his patients at the Priya Cinema in
Delhi .... A younggirl, engaged and about to be married in a couple of
months, was pricked while the movie
was going on. The tag with the needle had the message
'Welcome to the World of HIV family'.
Though the doctors told her family that it takes about 6
months before the virus grows strong enough to start
damaging the system and a healthy victim could survive about 5-6
years, the girl died in 4 months, perhaps more because of the 'Shock
thought'.
We all have to be careful at public places, rest God help! Just think
about saving a life by forwarding this message. Please, take a few
seconds of your time to pass along.

Driving can be tedious if you can see. But for the blind driving is
one of life's most sorely missed conveniences. It means
independence--the
exhilarating possibility of simply going someplace without depending on
friends, family, or public transportation schedules. A team of Virginia
Tech students is trying to make this possible by helping blind drivers
see
with their hands and ears, and SolidWorks? CAD software is helping them.
"Many blind people prefer the concept of driving as opposed to
being
driven," says Kimberly Wenger, senior and student leader of the Virginia
Tech Blind Driver Challenge (BDC) project. "There's really no reason the
blind can't drive someday, and they're already proving it in our semi-
autonomous vehicle. The next step is perfecting the technology so they
can
drive on the open road without endangering anyone. Admittedly that's a
big
challenge."
Blind individuals have been driving Virginia Tech's specially
equipped dune buggy in parking lots throughout the summer. They have
full
control of the steering, accelerator, and brakes. They follow computer-
generated steering commands, e.g., "two clicks to the right," delivered
through headphones. The steering wheel emits an audible click for every
five degrees it's turned. A vibrating vest signals the driver to slow or
stop. The on-board computer produces directions based on data about the
car's surroundings collected by a laser on the front of the car.
The Virginia Tech BDC team used SolidWorks to perfect the design of
the roulette-style click wheel. "We used SolidWorks to design numerous
concepts for the click wheel's internal mechanisms and to conduct
several
structured-design reviews," said Wenger. "SolidWorks helped us visualize
everyone's ideas, narrow them down, detect interference, and choose the
best design. Thanks to the reviews, our consensus design has worked
flawlessly from day one." The team also used SolidWorks to design the
dashboard panel and battery holder and drive the laser cutting of the
parts.

The Next Frontier: Driving Decisions
**********
As wonderful as it is for the blind to drive, the BDC team isn't
satisfied. Why should the blind be told how to drive by a computerized
master, rather than make driving decisions themselves?
Consequently the next major feature on the BDC vehicle will be a
breakthrough device that gives drivers a real-time tactile topographical
map of their surroundings so they can make their own decisions on
turning,
slowing down, or stopping. Through this device, called the AirPix,
drivers
will detect terrain through their fingertips. AirPix works something
like
an air hockey table, with pressure being forced upwards through pin
holes.
Stronger pressures indicate obstacles. The team is using SolidWorks to
design that device too.
"SolidWorks has an easy and intuitive user interface that is ideal
for concept generation, visualization, and virtual prototyping," said
Wenger. "It's making our design decisions much more objective and
helping
us eliminate errors. Every day we get a little closer to our ultimate
goal."
The Virginia Tech Blind Driver Challenge project team consists of
twelve mechanical engineering students working under Dr. Dennis Hong in
his
world-renowned Robotics and Mechanisms Laboratory (RoMeLa). The project
is
the school's response to a challenge issued by the National Federation
of
the Blind Jernigan Institute, which is dedicated to helping the blind
achieve independence. Virginia Tech was the only organization that dared

printed reservation form to the Counter which is available from their
websight only. the counter rejected on the reason that it had to be a
written one. how strange it was but he asks me to write the form
there
although it is in full printed shape. a request shall be made that
they have to accept the printed forms in the reservation counters as
we could not write the prescribed form that will bee given there.
If possible all the platforms and coaches shall be braille labeled.
The chart on the handicapped coach shall also be braille labeled so
that we can identify our names presented there.

Let me clarify, we have only mentioned visually disabled as we
believe
we
should speak for that sectorfor which we are qualified to do so.

it would be speaking "for" them and we would be committing the same
error
for which we find uncomfortable when others tend to do for us the
blind.
We shall fully support the endeavor from the other segment of the
disabled.
We shall also include in this petition if it comes from those
persons
or
representative organizations.

Respected Madam
Accessibility policy in the railway budget
On behalf of the blind community and disability community at large,
we
request you to include an accessibility policy while presenting the
forthcoming railway budget.
Justification: A large number of disabled passengers avail the
services
of
the railways and find the services to be unfriendly and not meeting
the
minimum accessibility requirements under the law. This has resulted
in
needless hardship and accidents which could have been easily
avoided.
This
Grimm outlook however, can be reversed with an effective,
comprehensive
accessibility policy.
Scope: It should touch all services rendered by the railways and
should
not
only cover the passengers but should also extend to all disabled
employees.
We would like the railways to also be the largest equal opportunity
employer.
Problems faced by blind passengers and solutions:
Problem: The ticket clerks often are unwilling to issue concessional
tickets
despite possessing valid concession certificates.
Solution: proper awareness training be imparted and the practice of
deducting the differential amount in case of erroneous concession
ticket
from the salary of the concerned clerk be done away with. Only a
penalty
be
imposed.
Problem: Concessional tickets cannot be booked on the online portal.
Solution: e booking of concession tickets be introduced either by
creating
facilities for uploading scanned copy of disability certificate and
verifying it during journey, or by requiring one-time registration
of
all
disability certificates in a centralized database at
the time of booking first e ticket by a disabled passenger.
Problem: Many accidents are caused by blind persons falling to the
tracks
from the platform.
Solution: This can be avoided if tactile markings are made on the
edges
of
the platforms. Similar tactile marking should be made on the
platform
to
guide blind persons to lead to the exit, bridges, ticketing
counters,
coach
for the disabled etc. The tactile markings should also be painted
with
high
contrast color for low vision persons.
Problem: Accidents are also caused by blind persons slipping into
the
space
between compartments.
Solution: This gap should be filled up appropriately.
Problem: There is general lack of information, not only to disabled
passengers but also to all passengers about approaching station,
time
of
arrival there etc.
Solution: There should be internal announcement announcing the
direction
and
the name of the approaching station.
Problem: The status of disabled or handicapped coach is far from
clear.
On
one hand, it is meant for disabled travelers with general tickets
and
on
the
other hand, nowadays, reservations in Handicapped quota are being
allotted
in handicapped coach. Further, there is always confusion regarding
whether a
particular train does have handicapped coach and if yes, where it is
exactly
located, whether in the front or at back. This requires disabled
passengers
to run helter-skelter for locating it, defeating the very purpose of
such
a
coach. Further, more often than not, it is occupied by able bodied
unauthorized passengers and is not vestibuled rendering seeking any
assistance by disabled passengers from RPF or ticket checking staff
extremely difficult.
Solution: Handicapped coach be clearly designated for travelers with
disabilities and their escorts with general ordinary tickets and
reservations in handicapped quota berths be given in the sleeper
coach
as
was being done earlier. This would fulfill the purpose of the
handicapped
coach in the true sense of the term. All the coaches in the train
and
toilets in them be made disabled friendly.
The handicapped coach be vestibuled and placed approximately in the
middle
of the train, to avoid difficulties in locating it and also from
safety
point of view, as assistance can be readily sought by disabled
passengers
in
case of unauthorized occupancy and such passengers shifted to
adjacent
coaches, or in case of any emergency.
There should be a facilitation counter to help senior citizens,
patients
and
disabled passengers
Such an accessibility policy should invariably have definite funds
allocated
to it and must have specified targets to be achieved in the year.
There should be a theme based annual accessibility audit. Its
findings
should be posted at the railway's portal.
There should be a statement on accessibility in every railway
budget.
Benefit: It would not only help the disabled, but would be generally
useful
to all passengers. It would also be conforming to international
treaties
and
best practices.
