It is true that we have large number of VH school teachers in Government schools now in West Bengal, thanks to your PIL. Some of them faced initial stages of difficulty and settled down in Mainstream schools with not much problems. Few vh school teachers told me that it depends on personality of the headmaster/other authorities and sometimes authorities are ready to support at great length.

Yet, some of them keep on complaining about different forms at harassments they face in this environment. At Sruti helpline. recently we received a phone call where the caller says that he is just not able to adjust in his school as no cooperation is given to him by school authorities/colleagues. He is denied help in signing in the attendance register and marked absent day after day! I do not think West Bengal School service board has an uniform code framed which should be followed by all Government schools.May be we can take all the good practice cases together, document them and pressurize authorities to frame specific codes for schools while dealing with vh teachers. Otherwise, individuals will suffer. School Service authorities must realize that number of vh employees will increase with every passing year.

We got an order from Kolkata High Court in 2001 in our favour when we sued the West Bengal Central School Service Commission. Since then vh candidates are allowed amanuensis, extra time during examination, relaxation in fees, and above all, due reservation. Now majority of vh employees under the state government here are school or college teachers. We won a similar case against the PSC in 2005.
