Hi Govind,

I don't know the rules.  But you have written contradictory statements.

You say the rule is " the scribe should not be more than graduation",
if that is the case you can take any person who has completed
graduation.

I think the minimum eligibility for writing civils is graduation.  So,
the rule might be "the scribe should not have completed graduation".

Please go through the document and come up with the exact rules mentioned.
