"Delivering services to the poor" is fine, but why restrict this only to them or make it sound like this is the project only for the poor? We have been given an impression so far that this is for the citizens at large... NN often contradicts himself by saying things like this. He could have said the pooor are one of the prime beneficiaries of the UID. Also no mention of the disabled.
