from the Safa programme of NAB Delhi:

5.1 Installing complex script for Indian languages

Step1: Go to Control Panel > Regional and Language Options > Languages tab and check "Install files for complex script and right-to-left languages (including
Thai)" checkbox. This may require Windows OS Installation CD.

Step 2: Follow the on screen instruction to let windows copy all the necessary files.

5.2 Extending support of advanced text services to all programs

Step 2: Go to "Languages" tab, then navigate and activate "Details" button.

Step 3: In the resulting dialog box of "Text Services and Input Languages" Go to the "Advanced" tab.
