There could be several reasons:
1. The e-mail addresses of the messages stuck in the outbox may be wrong. 
This often occurs when you paste an address from another location and 
inadvertently include a >, <, or a period sign with it.
2. Your Internet connection might be patchy.

>From your Outbox, open each mail and resend it by pressing ctrl-Enter. If 
this does not work and if your Internet connection is fine, the e-mail 
addresses could be causing the problem.

I try to close the program, it asks me whether I want to quit anyway.

Why does it happen only to some mails?  And what should I do  to avoid this
