PDF 995 is the best PDF creator I've ever come across so far for all
documents, it is in fact a virtual printer, where in, you can give the print
command and print anything from any document, it comes freeware as well as
paid version. There appears to be no issue regarding accessibility, I've
been using it for last 3 years now.

I would go with Prakash's suggestion of using the save as PDF add-in from
Microsoft. No other free program in my experience creates accessible PDF.
