I had a very dificult time with PNB on geting my ATM. the law of the land is that the visually challenged, like any other Indian citizen, is entitled to all banking facilities including ATM card and check book. I got both these facilities, all be after a rzather bitter struggle. so what I would say is first of all you show the RBI circular and the IBA one, and expect them to act sensible. or else, just fight on, approach the RBI, and other authorities. best,
