Its true as SAIL is offering Technical post only to OH candidates and candidates with visual impairment are not eligible to apply for the post.

Last year, the same happened to me, as I want to apply for the post of management trainee (administration) but they didn't allow me to apply. I approached the Office of Chief Commissioner for persons with Disabilities and submitted my concern. After hearing both the parties the Hon'ble Chief Commissioner for PWDs instructed SAIL to fill up back log vacancies for PWDs within three months and subsequently sent the list of successful candidates to the O/OCCPD. In fact, this year SAIL is allowing visually impaired persons in Management Trainee (Administration ) post. So, do one thing, send your concern to the Chief Commissioner for PWD and request them to ask the SAIL authorities to allow Visually Impaired candidates to apply for the post of Management Trainee (Technical) post.

SAIL argued that Technical posts are not identified for visually impaired persons but when the posts were identified for PWDs it was also mentioned that the list is not exhaustive and with the advancement of technology more posts should also be included in the identified list of posts. And, today many of our respected seniors are working at very high positions as they have expertise in the technical field. So there should be no such clause that visually impaired candidates can not apply for the post of Management Trainee (Technical).

Similar is the case of ONGC, they are having around 147 persons with disabilities but only 9 of them are visually impaired persons and they are also not interested in taking visually impaired persons as their work force. And, they are claiming to have fulfilled the 1% reservation for visually impaired candidates by taking only 9 persons out of a total of 147. I am not able to understand their calculations!

So, i suggest you to approach CCPD with your concern.

But when i  read the advertisement , I read Only HH (hearing handicapped )
is allowed for the reservation in that category , When the law clearly
mentions that their  is   3% reservation for the PWD (persons with
disability ) 1 % for each category. Now if you understand , what i am
talking about , can somebody please answer me few questiosn .........and if
possible me with a proper solution :_
1. Is a person VH (low vision (Not blind )), not suitable for a programming
job?
2. I am finding myself to be  the lone person in this situation
,............am i the only one who is going through this situation .
3. Ok , tell me if a company is hiring you as a Management Trainee or a Graduate Trainee for say 2 years .........after that they have and will give
anyone with a permanent designation say (Junior Engineer, system Engineer,
............., etc ). So is it not a discrimination to not hiring a person
just because he has weak eyes ............Can't you hire for some other
programming related job   ?
4. Is all my years of HardWork and Effoerts for coming upto a level after
clearing 10th then 12th ......then BSc (Computer Science ) and finally MCA
...........all in goes Vain ? Tell me how many persons with this disability
, come this for ?  Am i not even eligible to appear for appearing in the
first round (Written Exam ) ? ..........leave about ever clearing the
interview ......
5. Both SAIL  and ONGC are Government sector companies , so if this is the
case with Government sector companies , the companies who call themselves
"EQUAL OPPORTUNITY COMPANY " , what about the private sector .............
6. I have neither the energy nor patience to fight this discrimination
.......Any Good suggestion or  possible Legal opinion ?  ...........may be
similar to this one , which goes in my favour  !
7. No single person  can fight the whole system ..........If this has
happened with me today ,,,,,,,,perhaps it may happen to anyone ..........
Just think about a person  , who while completing his degree In computers
.......
say  BE (Computer ) or MCA , OR MSC (C S ) looses his vision partially due
to may be accident .......Is his all life a waste ? ...........or in other
words he should never think about programming !  Is it justified ?
8. i have come across only two companies which has similar policies for
recruitment .............SAIL and ONGC ............God knows how many more
are there ..........life is tough ,,,,,,,,,,,feeling already down and
frustated ...........
and this is just the beginning  ...........just think about the harassment
if you get into these companies ..........
Please any solution fast , time is running for me ........ (Just think about
a person , who has done all his life , nothing else but programming
..........who thinks that one day he should be working in a software
company  ).
I don't have much options to talk to people sitting at higher level.
How many of you feel that i should start looking for other jobs in private
sector ?
