so far as information available to me, there is no order that all
persons with disability above 80% are included in the BPL category. as
to the demands, it was raised because the ministry of rural
development and registrar general of India along with the ministry of
urban poverty alliviation under the guidance of planning commission is
conducting BPL census. the demand was to include all persons with
disability autometically in the BPL category in keeping with a supreme
court order of 2nd may, 2003.

the pention, to my knowledge, is given to them who is 80% disabled and
belong to the BPL category which in Bengal is called "aksham bhata".
