Hi, I also face same problem frequently, though I still don't know how
to read those messages, but I think there is no such command to read
those notifications, even jaws curser doesn't work upon it.

when you hear them for the first time use the left click on keyboard which is / 
on num pad. Later if  you want to check use insert f 11 for system tray icons 
or use shift tab on desktop and press space on notifications and then  use down 
arrow to navigate. Any other problem revert back.
