There exist few devices which are standalone, and do not require laptop
connectivity.
For example, optelec clear reader plus, dealer: Barrierbreak Technologies,
Mumbai.
Costing about 1 Lakh 65 Thousand. And after student concession its below
1.25.
There are a few made by Abisee, which also produces the famous zoom-exe
which runs on laptop though.
Dealer: Karishma Enterprises, Mumbai.
Not sure whether they deal in this company's standalone devices, but you can
ask them if they can get it for you on order.
Since generally these devices are costing more than 1.5 lakh, people go for
the devices which run with laptop. The cost is also substantially reduced,
it is within 1 Lakh. And you also have variety in this. You have Pearl by
Freedomscientific (65 Thousand), ReadItWan (Dealer Sparsh Products at 84
Thousand roughly) not sure of the company but the dealer is based in
Dehradun, some indian product made by Mr. Kiran S. Deshpande (at very
nominal price of Rs. 15 Thousand, consider the accuracy and aftersales
services while taking call on it).
But which kind of device one should choose, is purely an individual's choice
subject to easy availability of funds.
My personal opinion, devices running on laptop are getting developed more
than standalone devices due to cost and weight factor. But certainly it is
worth going for such devices, as you get excellent accurate material when
compared with normal scanner scanned text.

Most assistive devices have to be connected to a computer for reading
printed material.
This can be very inconvenient because it is not always possible to
carry a laptop with you.
