Orders have been issued in the G.O. 1st read above, duly providing trifurcation of the 3% reservation for each of the categories of disabled as mentioned there in.





2. Government, while taking into consideration the representations received for providing reservation in promotion in favour of disabled employees and the orders issued by Government of India vide O.M.No.36035/B.09-Estt.(SC.I), dated 20.11.1985, and as a measure of encouragement, hereby order implementation of 3% reservation in promotions to the disabled employees as follows:-





(i) Reservation in promotion in favour of disabled employees is applicable to all services of State Government where the cadre strength is more than five;





(ii) The existing 100-point roster already prescribed under Rule 22 of the Andhra Pradesh State and Subordinate Service Rules by the State Government shall be followed in case of promotions also i.e. 6th ,31st & 56th;





(iii) Reservation in promotion in favour of disabled employees shall be applicable to those candidates who are fully qualified and eligible to hold the post as per existing Rules and Guidelines;





(iv) Reservation shall be implemented in favour of disabled employees in promotions to all the categories of posts in all State Government services except those exempted or may be exempted or as may be modified in pursuance of orders issued in the reference 6th read above.





(v)(a) If any department considers that it is not possible to provide reservation in promotions for any category of Persons with Disabilities, keeping in view the nature of duties to be performed by the employees in that particular department, the department may seek partial or full exemption from such reservation in promotions, however such exemption or modification shall be decided by an Inter Departmental Committee as specified in the G.O. 6th read above;





(b) Departments who wish to seek exemptions may do so within (90) days from the date of issue of these orders during which period the Rule of Reservation shall not apply to such departments for the posts identified by them for exemption. The orders issued by the Committee thereafter shall be final and further action taken accordingly.

(vi) While preparing the panels of eligible candidates for promotion, the names of eligible disabled employees from the feeder category have to be shown against the roster points earmarked for them irrespective of their seniority position in the feeder category. However, if a disabled employee gets higher place in the eligible candidates list by virtue of their seniority in the feeder category he/she need not be adjusted in a lower position, which is earmarked for a disabled employee as per the roster system. Such roster point has to be filled up by moving up a disabled employee who is below in the seniority list in the feeder category. Filling up the roster points shall continue until the required percentage of disabled candidates is obtained. Once the required percentage is obtained by taking into account the candidate who are found in the list of the candidates fit for promotion on account of their seniority in the feeder category and those who are moved up to fill up the required roster point, further adjustment of disabled employees against the roster points has to be stopped. Unutilized roster points after the required disabled employee’s percentage is met shall lapse.





(vii) If required number of disabled employees is not available in the feeder category, the vacancies earmarked for disabled employees according to the roster will be carried forward as per orders issued from time to time as in case of Rule of reservation in promotion for SC/ST persons.









3. All Departments of Secretariat and Heads of Departments concerned are requested to issue necessary amendments to the A.P. State & Subordinate Service Rules 1996 and Spl. Rules of the respective Department wherever necessary for strict implementation of Rule of Reservation in promotions to the employees with disabilities in the State Government.

2. Hello Mr. Vamsi Harish and other friends,
I appriciate you for encouraging the visually impaired employees to
compete with their normal couner parts.  My intention of writing this
mail is to give you the clear picture on procedure of conducting
departmental tests in Andhra Pradesh and seeking your valuable
guidance to resolve the problem.  Teachers and other state Government
employees should clear departmental tests with books to be promoted to
the next cadre.  In other words, the APPSC conducts departmental exams
in open book system.  8 to 12 books containing thousands of pages are
proscribed for each test.  No book is available in any accessible
format including Braille.  Laptops, CD players, Mp3 players and cell
phones are prohibited in the examination hall.  More over the PSC
provides substandard scribes for writing the exam.  Only 30 minutes
extra time will be given for each paper.  The scribe has to read the
question paper, read the content in the text books, edit the content
and copy the content in to the answer paper with in the stipulated
time frame.  Passing or failing in the exam purely depends on the
performance and copying ability of the scribe.  The role of the
candidate and preparation is nominal in the exam hall.    Moreover,
candidates who presented well without copying the books could not
yield any success.  Copying right material and more material from the
proscribed text books can yield very good results in the exams.  All
employees in the state who attain 45 years are exempted from passing
the departmental tests for availing one time promotion.
In this situation NGOs working for the welfare of visually impaired
made several representations to design alternative methodology for
conducting departmental tests for employees with visual disability for
two decades.  The Government has failed to design alternative
methodology for conducting of departmental tests and recognizing
special needs of persons with visual disability.  As a result some of
the eligible visually impaired employees denied promotions not having
the ability of copying the materials.
The failure mechanism of the Government made the visually impaired
employees request the Government to exempt them from passing the test
until they prepare books in Braille or any other accessible format.
After receiving several demands, The Government of AP realized the
accessibility issue and agreed to promote the employees without
passing the departmental test and compel them clear the test within
five years after attaining the next cadre.
Now please tell me:
1. Do you want the visually impaired employees deny promotions due to
not having the ability of copying the materials?
2. Do you advice the visually impaired to accept their juniors as
their superiors?
3. Is it the problem of in ability or accessibility?
4. Do you still consider the partial exemption from passing the test
as a charity?
5. Do you think 45 years crossed exempted employee gets more respect,
exempted visually impaired employees below 45 years less respect in
the next cadre?
6. Do you think all state government VI employees aware of access
technology to over come from the problem?
7. Do you oppose reservations for persons with disabilities in the
name of equality?
8. What role do you assign to visually impaired employees to overcome
from the problem?
9. Will you please explain the procedure for conducting departmental
tests for VI employees working in Central Government?
Expecting an early solution for this problem from you all.

The problem is the same in all the exams.  We can't ask for exemptions
from exams on the ground that accessible reading material is not
available.  Instead we should  fight for provision of the same in
accessible format.

I totally endorse Harish sir's views.  Exemption for visually
challenged from writing the exams is a very unhealthy practice.

Because promotion for departmental in government sector has a
practical aspect attached.
As it is demonic in nature it’s very difficult for us to have material
in accessible format.
So we must demand an exemption or any support test instead of it.
Its not say we are insufficient are inferior.
There are certain things which are not in our control.
So we must seriously think once before commenting.
