Here is OCR text of said order to IBPS.
IBPS has not come out with any written corrigendum on their part, but have 
assured that this would be followed.
Good thing is that the order does away with both the detrimental conditions, 
namely: upper sealing of 60% on scribe and that the scribe should have scored 
less than the candidates.
Now, like any other legal fiat, it is upto our own grid and determination how 
well we are able to have it actually implemented.

2.            We believe that the condition that the scribe should have lesser 
marks than Ihe candidate and not more than 60% marks in his/her academic stream 
as prescribed by iBPS for appearing in the common written examination, wili put 
the candidates with disabilities to serious disadvantage. Therefore no such 
conditions snouW be presenbed. The recommendations of this oftice to the 
Government regarding Comprehensive policy for conduct of written examinations 
for persons with disables include that such restrictions for the 
scribe/readerflab assistant should not be imposed Instead, proper invigilation 
should be ensured so that candidates using scribe do not indulge in copying
3.            The concerned authorities including IBPS. are expected to 
facilitate participation by persons with disables on equal basis with others 
rather than make it more difficultl by prescribing restrictive conditions fc 
the scribe.
