Pasting some replies from a discussion in a website, kindly see if any
of the suggestions work for you.

If you are using Outlook or OE, then you have to Verify the security
set up correctly to allow the email attachments to be downloaded. In
the outlook, you will find these settings as;
Tools >> Trust Center
Windows Mail
Tools >> Options >> Security
There will be a tick box that when Checked will stop the download and
sending of attachments that could be a virus, and witj these yur
problem will be resolved.

If the files are not downloading after you have added it in the trust
list then to resolve the problem you can perform the following action;
•Go to tools
•Click on Security
•Select the trusted Tab
•In the Trusted Window, unchecked to verify the web page

Go in the Internet and clear your browser cache by going to the
tools>internet options and you will get a delete option then delete
the history. When you clock the button you will get another dialog box
with multiple options, then delete the cookies, Temporary Internet
Files etc. Check all the boxes and then click the delete button, when
you are done close the browser and open a new browser. Your issue will
be fixed for web files downloading.

It is probably due to your anti virus, which doesn't allow to download
the attachment. The anti virus blocks the download, a simple way to by
pass this is to set the Gmail account and forward your attachments
there. Then you will be able to download the attachments, open it and
at the same time you can send the attachments, my friend has tried it
and was able to download.

You can download the attachments from your Email account, you just
have to make some chances in the Internet Explorer Settings this are
as follows;
•Go to Internet Explorer.
•Click on Tools and then click on Internet Options.
•Click on the Security tab.
•Select Internet and then click on custom level.
•In the security settings, make sure that File Download is enabled.
•Verify that you are able to download the file.
