Talk back is the Android screen reader app that is provided by Android
free of cost. Also you can use "Mobile Accessibility" which is a 3rd
party software. I am not aware of the exact cost. May be any of our
Access Indian friends will share the info.

The choice is ultimately yours. But if you want to play with the
technology and want to try out new technology then go for Android. In
addition, if you want sophisticated accessibility then go for Symbian
phones, because, till now, GPS accessibility is best on Symbian
platform.
