Well, Delhi high court had held last year or so,, that no relaxation in marks 
can be provided to VI, on the lines of SC/ST, even if the reservation for them 
remains unfilled, as the same is not prescribed by law, and they cannot be 
automatically  put on the same footing...

I wrote this email about two hours ago. I did not get any confirmation Hence 
this repetition.

An acquaintance of mine has been refused admission to B.Ed. course by the West 
Bengal State University despite his quota as he did not obtain the minimum 
qualifying marks in his graduation. The Dean is ready to admit the quota for 
the vh candidates, he says that he cannot relax the qualifying marks.

I saw the UGC notice on the net. It is silent about relaxation of marks in 
matters of admission to courses. Can you help with some notive or something 
else?
