On the contrary, you could even say that, if someone is totally blind, then he/she doesn't need to use the lights and all as much as sighted people, so the amount of consumption will be less. If someone is a computer engineer, then that person will use the computer more than, say, a lawyer, so does that engineer also deserve to get some amount of concession?
It is said that, if you give a bread to a hungry person, then you feed him for one day, but if you teach him how to earn his bread, then you help him to feed himself forever. So, I believe that instead of providing such pointless concessions, the government should instead use such funds in training and developing the skills of blind people, in order to properly integrate them into the society.
