sir,
they might have scanned the form and converted in to pdf image, and then
uploaded. it looks like a picture or a photograph of that particular form
are you looking. you can recognise it with fine reader or any OCR
software. if this solution won't work, you have to take print out of this
form and only solution is a sighted assistance.

Dear Friends,
I have downloaded All forms of FCRA and also FCRA act in PDF format.
Jaws reads all forms but FCRA act is not read. after opening the
document, Jaws reads Alert document is empty.
What reason of it?
I am using jaws 13 and adobe reader is 9.5.
Please guide me and how to read the same?
