Answering your second question Shona:
PWD act has been enacted under article 253 of the constitution with a view to 
give effect to international treaties and parliament alone has powers to do so.
So, consequently, list of identified jobs issued under section 32 of the said 
act has to be binding on state governments.
MSJE has clarified in its OM dated December 29, 2005, that state governments 
can add to it and cannot take away from it.
However, in practice it is very difficult to have it implemented, as we 
witnessed in Maharashtra where the state government has adopted the said list 
after orders from High court, till then they were identifying jobs arbitrarily 
and in  a patchy manner based on the advice of ophthalmologists!!!

Thats fine, I know that Delhi high court kept few seats reserved for
visually challanged person. But what I wanted to see that list of
identified jobs for disabled persons which has been prepared by expert
committee of ministry of social justice. My another question is that
weather state governments are subject to follow this list or they
prepare their own list of identified posts?
