The blind can also use a guide dog, we discussed this earlier on the list. The guide dog is lesser maintainence compared to a horse!
Imagine the comotion the horse would cause in a city like Bangalore where there is already no place for vehicles and people to move. I bet the Bangalore Traffic and police would go mad. Also how would they charge road tax for the horse? And what about placing a number plate on the poor animal?
