You can try this indic language installer: https://dl.dropbox.com/u/5313571/IndicXP_Plus_v1.0.zip
This should add all Indian languages without the need of windows XP CD. After this installation you shouldbe able to add Indian languages without windows XP CD. Indian languages will show in details/add dialogue box in reagional Language dialogue of control panel.
