Hi, I have used ebay too and have not had a problem in terms of item delivery. However, you may encounter a language barrier if you purchase items from another country. English works but the seller may not fully understand what you write so you need to write very clearly.
As for the iPhone 4S, I believe Apple has reduced its price even further so you may want to go with a local dealer.
