Don't know the exact cause for the problem.
For the time beeing, you Can try the shortcut "Ctrl+Shift+N."

When I right click in Windows to create a folder under the "new"
submenu, I couldn't find any items with the it being in (empty) and in
unavailable status.  Recently there was a problem in Windows, and the
system got restored to an earlier date after which I am encountering
this problem.
