Blind person can get concession even he or she travels aloan. orthopitically
handicap person can not travel aloan in indian rail.
on the website of indian rail.gov.in it is clearly mentioned that blind
person traveling aloan or with escort is aligible for concession.

and take the screan shot of the page and take the same to the station
supervisor.
