As far as my knowledge is concerned, both Robo Help and Frame Maker
are adobe products used for designing and the creation of images in a
document. My answers to your questions are as follows:

1.How far the above mentioned tools are relevant for technical writing
especially for getting a job in an I T company.
Answer: They are very much relevant in technical writing where they
are used for creating and inserting images into a document such as a
product guide, user manual and so on.

2.Where can one learn these tools?Are there any popular institutions
teaching them?
Answer: Any institution offering courses in technical writing would
teach them as part of their curriculum.

3.Can a VIP from the point of accessability learn  them?
Answer: Learning the tools mentioned above is certainly challenging
for a vision impaired person as they are not supported by Jaws and
that they deal with the creation of images. Hence, it is difficult to
make a career in the field of technical writing even if you have very
good writing skills. However, freelancing could be considered as one
option if one could write technical content without having to use
these tools.
