Dear Pawan Principly All trains which are mandated to carry in Railway term "handicap Boggy" is attached at the back just before Guard Boggy. or just in front before engine. In some trains "handicap Boggy is attached on both sides. Indian Railway has not coined any term for such boggies, except "handicap boggy" or Vikalaang Dibba" If you are totally blind, better to confirm railway officials or people at the platform. for complaining at Konkan Railway, better Google their helpline number.
