To the best of my knowledge and in this matter it is not much I can only say that injecting of silicon oil is a method to keep the retina flat and is given to retina detachment patients.

At the time when Renuka and I underwent our surgerie i.e. in the 80s the doctors thought it best to keep the silicon oil permanently inside the eye. However over time doctors moved to silicon gas as silicon oil started causing side effects of eye pressure and dryness over time.
I have both dry eyes and high eye pressure.

Some kinds of retina detachments still required silicon oil. So it continued to be injected and then doctors removed it once the retina stabilised. I had to retain the silicon oil because my retina was too weak and would immediatly detach had we removed the oil. So now I have oil in one eye but no sight. The other eye too has no sight but has other complications.

For Retina Detachment you have to get operated. Doctors use either a buckle, a band, silicon oil or silicon gas or a combination of some or all. Please check with the doctors as to why she is losing sight.There are many reasons. also check why she needs repeated surgery.

Also check with your doctor whether she is getting macular degeneration and therefore losing sight.

Whatever it is, it is not looking good at all. I can only say get your sister quickly adapted to the new world she will have to face and in a mind frame to use assistive technology.

There is a chance that the Intraocular pressure rises which may cause
glaucoma and hence the loss of eyesight. This is quite serious. Do not
take
it lightly. Follow doctors orders properly and don't miss the check ups.

If the pressure rises a lot you may be prescribed a tablet called
Diamox.
Please then ask your doctor for the side effects. The best solutionis
coconut water to deal with Diamox.

I don't know exactly, but the doctor says that some oil is put on her
eyes and after sometime they are removing and againputting the oil, so
because of this repeatation, she is losing her vision.
