Had the same issue on my PC. Down and install Windows XP Service Pack 3. Your problem will be solved. Make you start with a clean install of Skype. That is, before installing the latest version of Skype, make sure you remove Skype completely from your computer. You can use the uninstall feature of CCleaner for the same. After removing Skype if it is already installed, install Service Pack 3 that can be downloaded from the Microsoft Download center and ones the service pack is installed successfully, install Skype, you should be good to go.
