FD Roosevelt bringing in americans with disabilities act?
At least not to my knowledge.
He was in WWII whereas ADA was passed in 1990 at the time of George Bush, 
senior,me thinks.
In fact, FDR tried to hide his disability from public view, to the best of my 
knowledge...
