This has with the reference of an advertisement of 5775 group 'D'
posts of Railway Recruitment Board, appeared in the Employment News
(Rozgar Samachar) published on 30-11-2013 and also on the official
website of Railway Recruitment Cell, Western Railway, Mumbai.

I am please to inform you that despite of several guidelines for the
service of scribe, the board has made several mistakes in publishing
this advertisement.

If you can refer Para-15 “Invalid Application” and Sub-Para-III, XII
and XVI which says, "The applications having any of the following
deficiencies, discrepancies or irregularities will be summarily
rejected." Some of these guidelines cannot be easily fulfilled by the
visually impaired, like filling up a form in the own hand-writing,
copying a declaration in a space provided in the application and
signature in the speed hand-writing,. The application will definitely
get rejected without any notice if the recent guidelines may not be
followed and the same will be appeared again and again.

As per my knowledge, Department of Employment, NAB-India, Mumbai, have
sent several correspondence to RRC's, but every time the RRC is
ignoring the said guidelines without any return correspondence; even
the board forces to submit the scribe application form along with the
application of blind candidates. This guideline is also difficult to
get fulfill, because many times, the scribe may get change or cancel
during emergency. In this case, the board cannot expect to receive the
scribe application form during online or offline registration of blind
candidates.

I think, some serious action should be taken against the Railway
Recruitment Cell and all zonal recruitment boards of Indian Railway,
so that these complications may get stopped in the future.
