Congrratulations for this. Indeed a good piece. I am taking the
liberty of copying these comments to accessindia mailing group. Since
you are researching on disability rights, I think you can further
develop this essay by including the perspectives from the World
Disability Report and from the Cry Survey, which inumerate a much
higher proportion and rely upon a different definition of disability.
I think reading about Amartya Sen's 'capability approach' would also
be helpful. Besides this, we also need to see which societal
perceptions, such as caste, tribe gender and religious community Etc.
determine or prejudice the inumeration. This would also result in low
reporting of disability in these sections. I think you have a long way
