NO no you can not use a present banker as scribe. There are clearly mentioned on the scribe form given by them.
Thanks

Subject: [AI] query related to the eligibility criteria of scribe

Dear all,
Just wanted to know that for Banking Exams like CWE conducted by IBPS or recruitments of RBI etc can a Vi Candidate use the services of a existing Banker as a scribe, now that there is no restriction in the field / qualification of the Scribe?

Kindly give me your feedback at the earliest as I need to give this information to some one on urgent basis.

Thanks and warm Regards,
Nikita V. Raut,
Senior Manager [HR]
