A visually impaired passenger has to incur more expenditure on driver
not because of his choice, but because of circumstancial compulsions.
Therefore, benefits available to physically impaired persons should be
extended to V.I. It is the political lobby that helps formulating laws
in favour of certain groups, not the actual need. There are physically
impaired persons who cannot drive and their need is greater than those
who could drive. Therefore, laws should be amended to extend this
facilities to others as well.
