The same happened to me recently while I was booking tickets at Sabzee Mandi
Station.
Although, the dealing person booked the ticket but she told that it is not
going to work afterwards.

But they have refused to book the ticket on regular railway concession
certificate which is recent one. The man at ticket counter asked my friend
to obtain ID card from railway commercial office and also tol that these
certificate are no more valid after the introduction of that electronic ID.
