Happy to inform that following a communication from SEBI, the Indian
stock-exchanges namely; NSE, BSE and MCX have issued a circular in
this regard.

While I am trying to get the SEBI's communication to the
stock-exchanges, but the circulars do recognize 2 things:

1. Trading members have expressed difficulty in account opening for
visually challenged due to KYC requirements; and
2. Stock-exchanges have clearly said that there shall be no
discrimination against visually challenged in getting registered
themselves as clients and all facilities including online trading
facility should be provided to them.

It is a good beginning, and if anyone faces any issue with a
particular stock-broker in relation to trading facilities, then please
get in touch with the department of surveillance of the respective
stock-exchange. Please note, demat account opening does not fall
within the purview of the stock-exchanges. The same is opened by CDSL
and NSDL and circulars have been issued by both the depositories long
back.

The NSE and BSE circular is dated 12th May 2015 and the MCX circular
is dated 13th May 2015.

Truly appreciate all those who responded to my earlier email in this
regard, without which it would have been difficult to take it forward.
