Dear George This is definitely not one of situation. Quite often booking clerks create nuisance while issuing concessional tickets.
The way forward to deal with this situation is to sensatise those manning the 139 toll free folks. They are a smaller number to deal with. Again, periodical follow up's is essential. Ideally, all those in railways should be sensatised, the number is too large to be considered a practical proposition. The online accessible booking would at least deal with the booking clerk's woes.
