Some background: PMC chairs are installed with all manner of powers. If Accumulo were out of the Incubator its chair would also have such powers.
The Incubator is gigantic and so most of the work falls on Mentors; the Incubator PMC chair cannot hope to keep up with all the project requests. Mentors do not get any powers but get a lot of responsibility. If a project is lucky, and this project is not, it gets a Mentor who is a PMC chair of another project. With all that said, we need to file a ticket with Infra.
