Unassigned tablets shouldn't include offlined tablets and merging tablets

Currently when merging, the number of unassigned tablets will increase while
the number of total tablets decreases. Once the merge is complete, the
unassigned will snap back to zero (provided no tablets are offline). Ideally,
we shouldn't be tracking intentionally offline tablets as unassigned.
