Create services that complement the tasks in the management agent

Currently, the functionality exposed by the management agent is visible via a
set of tasks that can be scheduled. Whilst this is a common use case, it would
be nice to also expose the same tasks as OSGi services so they can be invoked
directly (in cases where a scheduler is not needed or wanted).
There are a couple of tasks that can be complemented like this:
- deployment
- sync logs
- subscriptions (still under construction).
