Right now, if you configure the management agent to use a "file" URL for
discovery, the log synchronization will attempt to contact an endpoint that
maps to the local filesystem and does not understand the REST commands it
attempts to use. Sync'ing with a local filesystem makes little sense anyway, as
the source is already on the local filesystem, so the sync task should simply
do nothing in this scenario.
