Hello, have you tried NOT to use tags and check programmatically (in the code) for permission and see if that work? i had acegi contact sample working fine (though it was with acegi version 0.8.2), and indeed i had integrated it in my application using StrutsMenu, running on jboss 3.2.5.
Since you specify this <%@ taglib prefix="spring" uri="http://www.springframework.org/tags" %> i don't think you need to declare anything in your web.xml..
